TURNKEY:
Turnkey is when detailed specifications are put out for bid. Contractors like to have a firm price to cover all aspects of the subcontractors’ responsibility. The subcontractor has to live with his price with no wiggle room which some companies do not like to do.
T&M:
T&M is when there are not detailed specifications or the contractor has various options on how to construct the pipeline as the project progresses (especially relevant with M&R stations). T&M allows the contractor to bring a subcontractor in as needed giving the prime contractor flexibility.
CONSULTING:
This is when the owner/client wants to do a smaller project and does not have the luxury of staff or outside engineering. They can retain a contractor familiar with the scope of work to put a specification together.
